Program Description
Proposed to streamline justice funding and grant administration, the Edward Byrne Justice Assistance Grant (JAG) Program allows states, tribes, and local governments to support a broad range of activities to prevent and control crime based on their own local needs and conditions. JAG blends the previous Byrne Formula and Local Law Enforcement Block Grant (LLEBG) Programs to provide agencies with the flexibility to prioritize and place justice funds where they are needed most.
As of July 1, 2007, Lottery Funds were made available to supplement the needs of multi-jurisdictional narcotics task forces. These funds are awarded in conjuction with the annual JAG awards.

Eligible Program Participants
Government or non-government agency programs that support initiatives to improve the functioning of the criminal justice system and provide assistance to victims of crime may coordinate and implement projects under both sources of funding.
JAG/Lottery: State and local units of government must be the legal applicant and recipient of funds. A unit of local government is any city, county, or other political subdivision of a state and includes an Indian tribe that performs law enforcement functions as determined by the Secretary of the Interior. The state, cities, counties, or Indian tribes must be the legal applicant and recipient of funds
Types of Programs Funded by the JAG and Lottery Grant
JAG funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas:
- Law Enforcement
- Prevention/Education
- Corrections/Community Corrections
- Drug Treatment
- Prosecution/Courts
- Planning/Evaluation/Technology Improvement
- Crime victim and witness programs (other than victim/witness compensation)
Any law enforcement or justice initiative previously eligible for funding under Byrne or LLEBG is eligible for JAG funding.
Lottery Funds are only available for multi-jurisdictional narcotics task forces

Grant applications become available in the spring of each year. Applications can be downloaded from this website or by contacting the Grants Management Section at 701-328-5500 or bciinfo@nd.gov.

Notice of funding availability is made.

Applications are due.

North Dakota Drug and Violent Crime Policy Board meets for the purpose of awarding funds.
- July
Award and denial letters are distributed to applicants.
- Jan
JAG/Lottery annual projects commence.
Maximum Award
There are no predetermined minimum or maximum amounts for which you can apply.
Match Requirements
JAG/Lottery projects require a 35 percent cash match requirement. Percentages are based on total project cost. Match funds must be in cash, not in‑kind, and should be identified before applying for grant funding.
Prohibited Uses
JAG funds cannot be used for:
- Firearms
- Ammunition
- Canine Expenses
- Construction Projects
Lottery funds cannot be used for:
- Personnel Costs
- Buy Funds
Program Funding Period and Length of Award
The JAG/Lottery grant award will commence January 1 and continue through December 31. Grants will be awarded for a maximum of a one‑year period and continued funding cannot be guaranteed. Successful applicants are encouraged to secure local funding so that projects may be continued.
