Substance Abuse Treatment (RSAT) for State Prisoners Program

Program Description
Federal funds are made available to create new programs
or enhance existing programs that provide comprehensive substance abuse
treatment for persons held in state correctional facilities. Applicants
must have the capability to house program participants in facilities that
are segregated from the general prison population, and must provide the
treatment for a period of six to twelve months. The treatment is to be
provided during the latter stages of the inmate's term in order that he
or she can re-enter the free world soon after completing the treatment
program. The applicant must also design a program of aftercare to assist
the participant during his transition to a non-prison life.

Eligible Program Participants
State agencies that operate and maintain correctional facilities
are eligible. The agencies must be responsible for inmates who have a
documented substance abuse problem, have the capability of housing inmates
for a period of time sufficient to complete a treatment program, and be
able to house the treatment participants in a facility that is separate
from the general prison population.
Application/Award Process
At the present time only the State
Penitentiary's Treatment Unit meets the following RSAT Program's eligibility
requirements:
- RSAT Program must last between 6 and 12 months. Each
offender must participate in the program for not less than 6 not more
than 12 months, unless he or she drops out or is terminated.
- RSAT Program must be provided in residential treatment
facilities set apart from the general correctional population. Set apart
means a totally separate facility or a dedicated housing unit within
a facility exclusively for use by program participants.
- RSAT Program must focus on the substance abuse problems
of the inmate.
- RSAT Program must develop the inmate's cognitive, behavioral,
social, vocational, and other skills to solve the substance abuse and
related problems.
- RSAT Program must implement or continue to require urinalysis
and/or other proven reliable forms of drug and alcohol testing.
- RSAT Program must ensure coordination between correctional
representatives and alcohol and drug abuse agencies at the state and
local levels.
Maximum Award
Approximately $260,000 is awarded to the State of North
Dakota annually for subgrants to state and local agencies meeting the
RSAT program requirements.
Match Requirements
Projects funded under this program have a 25 percent cash
match requirement. Percentages are based on total project cost. Match
funds must be in cash, not in-kind, and should be identified before application
for grant funding.
Program funding Period and Length of Award
The grant award starts February 1 and continues until
January 31. Grants will be awarded for a 12-month period and continued funding
cannot be guaranteed.
